Tags & Categories generally tend to do the same job, hence there is no reason using both of them. Also the more of using these would create more pages on the site which would be indexed but are not very much useful.

Theimportance of tags has decreased now as many webmasters started misusing them. This might be the reason for this.

Well, all webmasters have own technique for SEO. Probably he have found tag not much useful, or maybe he don’t have much time.
BTW, as a webmaster myself, I have developed own SEO technique. I don’t use tags, nor onpage SEO.
