Which host is best for hosting a forum?

I am looking into getting my own forum (.com if that matters) but I dont know much about coding, and dont have my own server. I tried google but there are so many hosts these are the things I want the most
Best admin/moderator tools
Good graphics (buttons smileys etc)
Allows sigs, avatars and custom member groups admin mod donator etc
Downloads section
or if there is software available that lets me make it and convert it to code. or if im asking for too much tell me please then ill have to learn coding.

You can get a script for forum online. But in my opinion you can get a website designed by any company in your town. It will not be very costly.
