My site contains many duplicate meta descriptions and titles
the pages are
example.com/url/
example.com/url
for tags and archives same problem
how to avoid comment links like
example.com/url#comment1

You can create a fresh sitemap and submit it via google webmaster tools which will be accessed by google index bots.

I am adding a fresh sitemap after every posting but the previous indexed pages in google are not deleated.
one more personal question amit shall I place my blog links as answers here will you allow me if it is sufficient answer

First of all i would recommend you to :
Use either categories or tags.
Use some wordpress plugins which will automatically generate meta tags in order to get rid of the same duplicate tags.
