Since I am on blogspot blog as I have 1 GB storge only from picasa webalbums to store images ,I am looking to optimize PNG images ,please specify any free png optimizers which should reduce the size of the image but the quality of image should be same as original.

I dont use any Image Optimizers generally because images dont take really much space on your web server or hosting accounts.
A normal blog with 1000 articles would have around 1000 Images which means that 1000 * 100kb[Average Photo Size] = 100Mb Total Space required, even if you have a plan of 1Gb Space you can host around 10000 Images, which is the reason i dont ever think about the Optimizing of Images in Terms of Size.
