the error number tells that the mail-client cannot reach your server.
Try to configure your outlook express correctly, http://mail.google.com/support/bin/answer.py?answer=76147
If problem still presists, then there may be some firewall/proxy preventing you to access the port 995.

Are you on some kind of mobile-internet? Companies like aircel, uninor etc have their own proxy server. They might be blocking you. Try with a broadband connection/ BSNL,AIRTEL etc mobile-internet connection then.
