How change service settings in administraive tools?

As per the tips gathered from certain sites I had changed service settings in administrative tools in my system.Now i find it very difficult to download softwares.The settings was changed as a measure to speed up my computer.My computer is connected with bsnl HUWAEI wireless net connection.Kindly give a detailed guidelines to solve my problem.

First Go to COntral plane >> then click on switch on classic view..and select a administraive tools click on network connections and use recovery option.
