How can we (or Google) decide the country of a website? Or take this question as another way. How the Google differentiate the search results as SEARCH RESULTS FROM INDIA or SEARCH RESULTS FROM XXX-country. Does it mean that, the majority of visitors are from India? or the owner belongs to India? or Server is in India?

All the options are taken into consideration, ie the Domain Name .tld, the hosting server location, and also the country which is given more priority in the Google Webmaster Tools.

i think they can tress our IP adress, and they can also find from webhosting server and google has also their seperate offices in each country.

=Add “flagflox addon in your browser(available in Firefox)
How the Google differentiate the search results as SEARCH RESULTS FROM INDIA or SEARCH RESULTS FROM XXX-country
