Last week i applied for adsense and then they sent me this:
Hello Twinkle,
Thank you for your interest in Google AdSense. After reviewing your
application, our specialists have found that it does not meet our program
criteria. Therefore, we are unable to accept you into our program.
We have certain policies in place that we believe will help ensure the
effectiveness of Google ads for our publishers as well as for our
advertisers. We review all publishers, and we reserve the right to decline
any application. As we grow, we may find that we are able to expand our
program to more web publishers with a wider variety of web content.
Please note that we may not be able to respond to inquiries regarding the
specific reasons for our decision. Thank you for your understanding.

Built a nice website which gets maximum traffic from Search Engines, then iam sure your account would be approved based on that specific website.

My application also got rejected several times.
Error is PAGE TYPE.
They say that
- Your website must be your own top-level domain (www.example.com
rather than http://www.example.com/mysite).
- Your domain must have been registered and active for at least 6
months before you apply for AdSense.
- You must provide accurate personal information with your application
that matches the information on your domain registration.
- Your website must contain substantial, original content.
- Your site must comply with Google AdSense program policies
(https://www.google.com/adsense/policies?hl=en_US), which include
Google’s webmaster quality guidelines:

Adsense approval for India, China and some other countries, are restricted. But some people used to get adsense approval by applying as USA resident, then they used to apply for change of country. But Adsense recognized this type of frauds, and they banned the some countries, to use the Change of Country option (including India).
But still my friend bought an adsense approval recently in Hyderabad.
